Did my mothers car get stolen from the dealer?

My mom had her car for a month and a week, and he had a guy follow us to the mall and repossess it, she paid her bill early last month, but he said that his computer works on 30 day cycles and gave my mom her car back with no apologies or response to why it was taken. Did this man do anything illegal, Did he steal my mothers car?
