If the Ryan plans vouchers won't fully cover healthcare should seniors pay by taking out loans to pay?

The purpose of the vouchers is to pay a part of the premium costs. It is not intended to pay deductibles or co-pays. So people who don't have money to pay for almost all the cost of their health care are intended to be unable to buy insurance, will be refused care, and will die from that lack. ∠°)
